Louis VII visited, and found not well lit.

...IN QUA VISITATIONE DIDICIMUS, QUIA SECUNDUM DEBITAM REVERENTIAM NON ILLUMINABATUR ECCLESIA, ET LUMINARE DECREVIMUS AMPLIARE DE QUATUOR CEREIS AD SERVITUM ALTARIS.

...in which visitation we have learned that the church is poorly illuminated, and we decided to increase the illumination by four candles serving the altar.

Right from Louis VII to raise monies.

NOS VIDENTES ECCLESIAM NOSTRUM RESTUSTATIS QUODAM SENIO ACCLINANTEM, ET STRUCTURAE VETERIS IGNOBILITATEM DESPICABILEM, IN DOMINI CONFIDENTES SUBSIDO, RENOVANDI CAUSE ET AMPLIANDI,... ...CONGREGATO POPULO ET OMNIBUS INNOVATIONEM ECCLESIAE JUVANTIBUS INDUSIT VOTA TRANSGRESSA, PECCATA OBLITA, ET POENETENTIARUM PARTEM SEPTIMAM.

Seeing our church falling sadly into disrepair, and the old structure, undistinguished and contemptible, through God we boldly determined to take the opportunity to renovate and enlarge,... ...with the people and all who had helped in the renewal of the church congregated, confessions were made, sins forgiven and penance made for the better part of a week.

This document is often quoted as being the foundation of the church. Bianchini, "Saint-Frambourg…", pg. 8, states: "But one supposes that, just as for the cathedral 25 years later, the works had already commenced several years prior to the canons having made application to the king in 1177." Two bulls of Pope Alexander IV show the building not yet finished in 1259.
